Charles was created out of a frank talk with a certain gentleman who is respected greatly; Dad.
 
Dad very much likes the idea of getting a real letter once a week. But he doesn't want to take time to write back to anyone and he doesn't particularly care for fiction. He does enjoy interesting tidbits of information and things that make him laugh.

Charles is the character that is ready to send weekly laughs and tidbits to the mailbox of just such a person. You can call him Chuck Dandy, a name he garnered in his college days, way back when.
